The vendor says the data migration will slip by a fortnight, the security review has not started, and the finance director has already announced the go-live date to the board. An IT project manager is the person who sits with those three facts, works out what can move, and brings a realistic plan back to the people paying for it. The job is planning, risk and accountability for scope, budget and dates on technology work, and it is often confused with a neighbouring job that sounds similar.
That neighbour is the Scrum Master, and recruiters regularly post the two as one role. They are different jobs. This page sets out the difference, gives you a template you can adapt for either title, and then covers levels, screening, common ad mistakes and hiring terms.
IT project manager job description template
An IT project manager answers for delivery to stakeholders: the plan, the budget, the risks and the dates. A Scrum Master answers for how well a Scrum team uses Scrum: running the events, coaching the team and removing impediments, without directing the work. Scrum itself has a Scrum Master and a Product Owner and no project manager role. So title the post for the job you need. For a Scrum Master post, replace the budget and vendor bullets below with coaching, facilitation and flow duties, and ask for CSM or PSM instead of PMP.

How the IT project manager role changes by level
Project coordinator or associate project manager
This person keeps the schedule, logs, minutes and status reports up to date for someone more senior. Ask for organisation, clear writing and tool familiarity. It is a common way in for business analysts and testers moving into delivery.
IT project manager
A project manager runs a project alone, owns the budget and handles sponsors directly. Ask for projects they delivered, including one that went badly. Look for experience with changing scope and at least one vendor relationship.
Senior project manager or programme lead
Seniors run larger or riskier work with several teams and vendors, and they coach other project managers. Where the work spans several projects and needs architecture judgement, such as a platform rebuild, the job is closer to a Technical Program Manager. Advertise it under that title.
Scrum Master
Scrum Masters have a separate ladder based on the maturity of the team. A newer one facilitates events for a single team, while an experienced one coaches several teams and shapes how the organisation works. Many move into Agile Delivery Manager roles, which cover flow metrics and coordination across teams.
IT project manager skills that matter most, and how to check them
- Handling a slipping timeline. Give a scenario: a critical vendor is two sprints late and the go-live is fixed. Ask what they do first. Strong candidates check the facts, look at options such as scope, sequence or resource, and tell the sponsor early.
- Scope control. Ask about a senior person who demanded a new feature midway. Look for an impact assessment and a formal decision, not a quiet yes or a flat no.
- Stakeholder handling. Ask them to role-play telling a sponsor that the date will be missed. Listen for directness, options and ownership.
- Risk thinking. Hand over a one-page project summary and ask for the top risks. Generic answers like “resource shortage” show less than those that name the specific migration step or dependency.
- Technical fluency. Ask them to explain a cutover plan or why an estimate looks wrong. They need not code, but they should spot when a team is being too hopeful.
- For Scrum Masters. Ask how they would handle a retrospective where nobody speaks, or a manager who assigns tasks mid-sprint. Listen for coaching, not command.
Common IT project manager job description mistakes
- Posting “Project Manager / Scrum Master” as one job. One person answering for budget and dates while also protecting the team from outside pressure creates a conflict of interest. Fix: choose the title that covers most of the work, and hire the other job separately if the team is large enough.
- Treating the Scrum Master as a task assigner. Ads that ask a Scrum Master to allocate work and chase status describe a coordinator. Fix: if that is the job, call it project coordinator.
- Making a certificate the main filter. A PMP, CSM or PSM shows knowledge, but it will not show how someone behaves when a project slips. Fix: list the credential as preferred and test with real delivery scenarios.
- Blurring project manager and Product Owner. The Product Owner decides what is most valuable to build next, while the project manager gets agreed work delivered. Fix: state who owns the backlog.
- Hiding the delivery method. A fixed-date ERP rollout and a continuous product team need different temperaments. Fix: describe the method, the team size and the vendors involved.
Contract, contract-to-hire or permanent: which suits this role
Contract is natural here, since projects have an end. A cloud migration, ERP rollout or office systems move can run with a project manager on contract who has done the same work before. Make sure that person hands over plans, logs and vendor records at close.
Contract-to-hire suits companies building a delivery function for the first time, because it lets you judge how someone handles your stakeholders in a live project. It also works for a first Scrum Master, where team trust takes time to show.
Permanent hiring suits a continuing portfolio of work, and Scrum Masters in particular, as their value builds with one team. Zilo AI can help if you want to hire IT project managers in India on contract, contract-to-hire or permanent terms, and it hires Scrum Masters too, assessing candidates on real delivery scenarios such as slipping timelines, scope changes and difficult stakeholders. Our IT hiring page lists the engineering roles those teams need.
Frequently asked questions
What is the difference between an IT project manager and a Scrum Master?
A project manager is accountable for delivering agreed scope on budget and on time, and reports to sponsors. A Scrum Master serves one or more Scrum teams, helps them use Scrum well and clears impediments, with no authority over the work itself.
Can one person be both?
On a small team, it happens, but the two pull in opposite directions under pressure. If you must combine them, state the split clearly, and expect to replace the arrangement once the team grows.
What is the difference between a project manager and a Technical Program Manager?
A project manager runs one project. A Technical Program Manager coordinates several related teams or projects towards a larger goal, with more involvement in architecture decisions and roadmaps.
Is PMP required for an IT project manager?
It is common in enterprise and vendor settings, and some clients ask for it, but it should not be a hard filter by itself. Delivery experience on similar projects usually matters more.
If you would like candidates tested on real delivery situations before they reach you, Zilo AI can run the process. Write to us with the project, the method your teams use and the title you have settled on.
