1. Zilo AI

Not every Chicago hire needs to live in Chicago. If the work is data pipelines, cloud data platforms or machine learning models, you can recruit for it remotely, and that is where Zilo fits. Its Bangalore-based staffing team recruits data engineers, GCP data developers, Snowflake experts, Ab Initio developers, ML engineers, AI engineers and architects, generative AI engineers, data scientists and cybersecurity analysts. If the hire is part of an AI build, Zilo also produces the training data, from text, image and voice annotation to transcription.

Plan your overlap hours before the first interview: Bangalore is 10 hours 30 minutes ahead of Chicago during daylight saving time, and 11 hours 30 minutes ahead in winter.

Best for: Chicago teams hiring IT, data or AI specialists who can work remotely. See Zilo’s services or contact the team.

2. Hirewell

Hirewell began in 2001 as a few tech recruiters and has been headquartered in Chicago for more than 20 years. Its recruiters now specialize by function: software, data and AI, cybersecurity, HR, finance and accounting, legal, sales, marketing, creative, supply chain and engineering. You can use it for one hire, a batch of hires for a single department, or an executive search. It can also embed its recruiters in your team, or take over your hiring through recruitment process outsourcing (RPO).

Best for: growing companies that want one Chicago partner for hires across several departments.

3. Heidrick & Struggles

Two of the oldest names in executive search started in Chicago in the 1950s. Gardner Heidrick and John Struggles launched Heidrick & Struggles here in 1953, among the first firms in the industry, and it is still headquartered in Willis Tower. It describes itself as a retained executive search firm, recruiting CEOs, board directors and C-suite officers in finance, HR, technology and AI, legal and supply chain, and it supplies interim executives too. After 26 years on Nasdaq, it went private when a consortium led by Advent International and Corvex Private Equity completed the purchase.

The other one, Spencer Stuart, was founded in Chicago in 1956 and still has an office in the city.

Best for: boards and CEOs filling top leadership roles.

4. Talentfoot

Talentfoot, founded in 2010 and based on South Wacker Drive, recruits the leaders who drive revenue: sales, marketing, e-commerce, product, data, operations, finance and technology. Its Chicago searches run from senior managers and directors up to CEOs, CFOs, CTOs and CMOs, and candidates take the Hogan leadership assessment as part of a multi-stage interview process. You choose how to pay: a retained search with payments tied to milestones, a contingency search you pay for only when someone is hired, or fractional talent.

Best for: companies hiring VPs and directors in sales, marketing, product or data.

5. Burtch Works

Burtch Works, based in Evanston and now a Rev4 brand, is the data specialist on this list. It recruits for data science and analytics, data engineering, machine learning and AI, MLOps, cybersecurity and product roles, through direct placement, executive search or contract staffing, and it is the employer of record for the contractors it places. It also publishes salary reports on AI and data roles. Burtch Works calls its people onshore experts, which is the practical line between it and Zilo.

Best for: data science, analytics and AI hires who need to be based in the US.

6. Brilliant

Brilliant, founded in 2009, fills permanent and contract roles in accounting, finance, audit, tax, treasury and financial systems, from entry level to the C-suite, and many of its team come from audit and accounting backgrounds. It runs direct-hire finance searches on either a retained or a contingency basis, and covers technology and business operations roles too. Its 2026 salary guides give national average base salaries for accounting, finance, operations and technology roles, a useful check before you set a pay range. For more firms in this field, see our list of headhunters for finance jobs.

Best for: controllers, accountants, auditors and tax professionals.

7. Atticus Recruiting

Atticus Recruiting recruits attorneys for Chicago law firms and companies. Michelle Kaplan McAndrew, an attorney who began her legal career in Chicago in 1990 and later taught as a clinical lecturer at the University of Chicago Law School, founded it with Rob McAndrew in 2012. She also works as a weekly consultant to the law school’s Office of Career Services, advising alumni on their careers and preparing students for on-campus interviews.

Best for: law firms and in-house legal teams hiring attorneys.

8. Sales Recruiters Chicago

Sales Recruiters Chicago has recruited only salespeople since 2003, from individual contributors to vice presidents of sales, with offices in Chicago, Dallas and Denver. The clients it names come from manufacturing, industrial, capital equipment, medical and building materials. Every search follows the same 24-step process, and every placement carries a 90-day replacement guarantee. Use that as a benchmark: ask every other firm on your shortlist what happens if a hire leaves early.

Best for: manufacturers and other B2B companies hiring sales reps, managers and sales leaders.

9. Arlington Resources

Arlington Resources, which works from Schaumburg and Chicago, specializes in HR professionals: HR assistants and generalists, recruiters, payroll, benefits and HRIS specialists, HR business partners, directors and VPs of HR. It places them on a direct-hire, contract or temporary basis. For executive-level HR roles it runs a dedicated search, paid in two installments: a nonrefundable payment to start and the rest only when you hire one of its candidates. It also publishes an HR salary survey for the Chicago market.

Best for: HR leaders filling roles on their own team.

10. The Hire Company

The Hire Company, a Chicago firm placing professionals since 1999, fills administrative, HR, finance, legal, operations and customer service roles, and is a WBENC-certified women’s business enterprise. It offers direct hire, temp-to-hire and temporary staffing. The roles it lists run from receptionists and executive assistants to chiefs of staff, office managers, HR managers and heads of people, and the industries it serves include family offices, private equity, investment firms and legal services.

Best for: finance and professional services firms hiring executive assistants, office staff and HR or legal support.

Recruiting firm or staffing agency?

A recruiting firm finds someone who joins your payroll, and you pay the firm for the hire. A staffing agency supplies temporary or contract workers who usually stay on the agency’s payroll: The Hire Company handles payroll and onboarding for its temps, and Burtch Works is the employer of record for its contractors. Several firms on this list do both, so say which one you need on the first call.

If you need contract IT staff or temporary cover rather than a permanent hire, see our list of top staffing agencies in Chicago. For short assignments, our guide to Chicago temporary job agencies covers that side of the market.

How recruiting firms in Chicago charge

The employer pays in both of the common models:

  • Contingency: you pay only when you hire a candidate the firm introduced.
  • Retained: you pay part of the fee up front, and the firm commits to your search. Arlington Resources, for example, splits its dedicated search fee into a nonrefundable payment at the start and the balance when you hire. Heidrick & Struggles works on a retained basis for senior leaders.

Some firms offer both. Talentfoot lets you choose, and Brilliant runs its finance searches either way. Before any search begins, get three things in writing: the fee, when each payment is due, and what happens if the hire leaves in the first few months.

If you are the candidate, Illinois draws a clear line. Recruiters paid only by employers are excluded from the state’s Private Employment Agency Act. An agency that does charge job seekers must be licensed by the Illinois Department of Labor, must file its fee schedule with the department, and cannot take a placement fee until you have accepted a job.

How to choose a Chicago recruitment agency

Start with the role, then match it to a specialist:

  • IT, data or AI roles that can be done remotely: Zilo AI.
  • Data and analytics hires who must be in the US: Burtch Works.
  • CEOs and board directors: Heidrick & Struggles or Spencer Stuart.
  • VPs and directors in sales, marketing, product or data: Talentfoot.
  • Salespeople at any level: Sales Recruiters Chicago.
  • Accounting, finance, tax and audit: Brilliant.
  • Attorneys: Atticus Recruiting.
  • Your own HR team: Arlington Resources.
  • Executive assistants, office and operations staff: The Hire Company.
  • Openings across many departments: Hirewell.

Then test the firm before you sign. Ask who will actually run your search, how many candidates you should expect to see and by when, and which similar roles the firm filled recently. Set your salary range before the first call, using Brilliant’s salary guides or Arlington Resources’ HR salary survey, so the recruiter can tell you early if the budget will not land the person you want.

Frequently asked questions

What is the best recruiting firm in Chicago?

It depends on the role. Try Zilo AI for remote IT and data hires, Heidrick & Struggles for C-suite searches, Atticus Recruiting for attorneys, Sales Recruiters Chicago for salespeople and Brilliant for accountants.

How much do Chicago recruiting firms charge?

Each firm sets its own fee, and the employer pays it. Contingency firms bill only when you hire, while retained firms take part of the fee up front, so get the fee, payment schedule and guarantee in writing before the search starts.

Do recruiters charge job seekers in Illinois?

A recruiter paid by the employer costs you nothing, and Illinois exempts such recruiters from its Private Employment Agency Act. An agency that wants a fee from you needs an Illinois Department of Labor license and cannot collect a placement fee until you accept a job.

How do I check if an employment agency is licensed in Illinois?

Search the Illinois Department of Labor’s list of licensed private employment agencies, or call the department on (312) 793-2810 with the agency’s name and address. Recruiters paid only by employers do not need this license.
